Wayne Rutledge
Wayne Rutledge, Co-Founder of RHCB Development began investing in real estate more than 10 years ago. After finding a niche in low-income and affordable housing, Wayne’s passion for ending homelessness grew. Wayne quickly became a well known member of the housing community while sitting on several tasks forces related to improving the rental conditions in The City of Fresno.

Brad Hardie
Brad Hardie, Co-Founder of RHCB Development and President of Regency Property Management (RPM) comes from a family of real estate investors and got into the business from a young age. Currently, under the close direction of Brad, RPM has increased their rental inventory to over 6,350 units across Fresno County. Brad was featured in Forbes Magazine 30 under 30: Real Estate, profiling top, young real estate investors across The United States. Brad’s attention to detail, follow through, and high quality work has helped him earn respect in the Fresno community. Currently, Brad serves on the Fresno City Planning Commission to ensure development in Fresno is positive and supports community development. Previously, Brad served on the Housing & Community Development Commission (HCDC) for four years.

Katie Wilbur
Katie Wilbur, a Licensed Clinical Social Worker (LCSW) received her Masters’ in Social Work from USC in 2014. After gaining experience in the non-profit field, Katie’s passion grew into housing and homeless services. Katie currently serves as a Member At Large for the Fresno-Madera Continuum of Care and Co-Chair of the Coordinated Entry System committee. Katie is also a certified Housing Quality Standard (HQS) inspector, Fair Housing Specialist (FHS), and a Specialist in Housing Credit Management (SHCM).
